Position Profile:

The Position:


Reporting to the Chief, Research and Analysis, the Funding and Performance Consultant should be familiar with funding concepts, practices and procedures within the hospital sector and will help lead OHA’s research, analysis and policy development on hospital financial matters, including research on case methodologies, risk-adjustment approaches, hospital budgets, expenditure forecasting, hospital funding formulae and government fiscal policy.  You will conduct leading research and analysis on hospital and health system financial performance and contribute to OHA’s strategic policy development and analysis on hospital funding and financial sustainability.  You will work closely with senior officials from hospitals, government, and other Health Service Providers as well as work closely with efforts related to Ontario’s Health System Funding Reform. This position will play a key role at the OHA in providing advice as accountability agreements continue to be applied in hospitals and new funding mechanisms evolve over next few years.  Your responsibilities will include:

  • Researching, analyzing and developing policy related to hospital and health care financial issues;
  • Preparing presentations, policy papers and submissions on hospital funding and financial issues;
  • Providing analysis and policy advice on issues affecting the financial health of hospitals, such as government operating and capital funding policies and programs and changes to financial accounting and reporting;
  • Directing the development of hospital financial and clinical databases;
  • Working experience with various administrative datasets (e.g. Ministry - InteliHealth, OHRS, OCC and CIHI administrative datasets – DAD, NACRS, OMHRS, NRS);
  • Liaising with Ministry of Health and Long-Term Care and Ontario Health - LHINs on hospital funding and financial issues;
  • Communicating with hospitals on funding and financial matters in order to advise on financial issues and to collect input/feedback from hospitals;
  • Conducting methodological reviews of the existing set of indicators, including the relevant data analyses and literature reviews;
  • Representing OHA on various Patient Based Funding (PBF) Reform and other external committees;
  • Leading and participating in OHA funding and financial task forces and committees;
  • Liaising closely with OHA’s Research and Discovery department to provide evidence-based research and analysis to support OHA’s policy and advocacy efforts; and
  • Participating and providing expert support to assigned project teams by performing analytical tasks.


An understanding of hospital funding and PBF, experience with financial, clinical data and reporting requirements of hospitals would be advantageous in this role.


The Candidate:


The ideal candidate possesses an Undergraduate or Post Graduate degree in a health discipline with experience in hospital funding and demonstrates post-qualifying experience in a health care setting. Hospital experience with a professional accounting designation (CMA, CGA or CA) or equivalent is an asset. 


You have excellent interpersonal, facilitation, and written and verbal communication skills; strong research, analytical and policy skills; and proven project management experience. Working in a team environment, the Funding and Performance Consultant will be a highly motivated self-starter who enjoys working in a fast-paced environment, is able to build successful working relationships with a variety of stakeholders and enjoys turning detailed data into a story.
